when the gentleman first described to me the ``catch-and-release'' policy and how it has affected the border communities, I was surprised to learn that the Department had not made full use of its authority. I understand that doing so will not only allow the Department to remove OTMs two to three times faster than traditional methods while permitting legitimate asylum claims, but would cut detention costs for such individuals by more than 50 percent.
