then perhaps we need to reduce taxes. If we are not going to use the trust fund monies for trust fund purposes, perhaps we need to reduce that tax; and perhaps we ought to ask the Committee on Ways and Means to address the issue of taxing the traveling public and we are not using the money for that purpose.
