What we should do is fund the entire year of this bill for all of these agencies, keep them going, not hold them hostage to this fight over the census; fund the decennial census only for the half year, until the courts have time to decide the constitutionality of sampling, until the test projects that are going on around the country right now on sampling can take place and we will see the results by March; until the advisory committee this Congress set up to supervise the census has time to report to us in February. By March, the courts will have decided, the advisory committee will have reported and the pilot projects will be completed and we will know whether or not sampling is a good idea, constitutional and so forth.
