One of the problems at INS last year, when we discovered that INS had granted naturalization of citizenship to a million-three, which is four times the annual historic amount, we then discovered that they had waived the policy, the then policy of the department on requiring an FBI criminal check before a person becomes a citizen. We had always done that in every case. Last year, for whatever reason, before the election the administration waived that, did not require it. Now we have discovered tens of thousands of people were naturalized who were felons, criminals, walking the streets of our country.
