Let me remind the body that just today the majority whip said on the floor, and he is correct, this comes out of the on-budget surplus; it does not come out of Social Security. The emergency declaration that we have, the $4.5 billion that we are talking about on the census, comes out of the on-budget surplus, not out of Social Security.
