Before I finish, Mr. Chairman, I can't help but compliment the new chairman of this subcommittee. This is his maiden voyage after becoming chairman of the Defense Appropriations Subcommittee. I think he has steered the ship properly so far, and we look forward to the complete work that he is doing. So congratulations to Chairman Frelinghuysen and to Ranking Member Visclosky. They have done a great job. It is a bipartisan bill, and I urge the Members to support it.
