It is that there is a significant difference among the scientific community about what is manmade CO<INF>2</INF> contributing and what is naturally occurring CO<INF>2</INF>. To the gentlelady's amendment, the Premier of Saskatchewan was in my office today, talking about the Canadian project that the gentlewoman from California referred to. It is not in operation yet. He did say that it would not have been built without government funds; and her amendment would simply say that, if it is working in Canada, the EPA could apply that and make it mandatory here.…”
