I might just say first of all that I would tell Mrs. Jackson that we are not preventing her from implementing new air transport rules. We're going to keep in place what we have today that EPA said was a splendid program and even defended it in the court system. If my amendment is adopted, 3 years after the final report is made, they're totally free to go in and implement a new rule. At this time I would like to yield 5 minutes to the vice chairman, the gentleman from Oklahoma (Mr. Sullivan).
