some of us were late coming to the floor. I would like an explanation of the division of the time on this debate. The CHAIRMAN. Pursuant to House Resolution 981, as designees of the majority leader, the gentleman from Texas (Mr. Barton), the gentleman from Kentucky (Mr. Whitfield), the gentleman from Virginia (Mr. Goodlatte) and the gentleman from New York (Mr. Sweeney) each were allocated 10 minutes. As designees of the minority leader, the gentlewoman from Illinois (Ms. Schakowsky) and the gentleman from Minnesota (Mr. Peterson) each will control 20 minutes.
