Mr. Speaker, I rise in opposition to the gentleman's motion to commit. The SPEAKER pro tempore. The gentleman from Kentucky is recognized for 5 minutes in opposition to the motion to commit.
Mr. Speaker, I would like to inquire how much time is remaining on both sides. The SPEAKER pro tempore. The gentleman from Kentucky has 4\3/4\ minutes remaining. The gentleman from Illinois has 4 minutes remaining.
Mr. Speaker, I yield 3 minutes to the distinguished gentleman from Oregon (Mr. Walden), who is a member of the Committee on Energy and Commerce and is quite familiar with energy issues.
In my view, an appliance that saves a few dollars per year on energy but doesn't work as well is being penny wise and pound foolish.
