“the cosponsor of the bill from Massachusetts mentioned that they had 127 legal scholars working on this project. They issued a report called Buckley Stops Here, the 20th Century Fund, not-for-profit group. This is paid for by what we would call soft money, contributions. And we want them to use soft money to speak about an issue and try to overturn the Buckley case if they want to do that. But if Shays-Meehan is adopted, they are going to curtail the speech of not-for-profit groups because in essence they do not like what these groups are saying. You are curtailing the amount of money that can be given to 501(c)(3) organizations and you are expanding the definition of express advocacy.”
