Madam Chair, my friends on the other side of the aisle would make it appear that we are abandoning all environmental protections, and I would say that under this bill, there are still five opportunities for public comment. The NEPA process is not changed in any way. At this time I would like to yield 2 minutes to the gentleman from Texas (Mr. Olson), a member of the Energy and Commerce Committee.

Mr. Chair, I yield 3 minutes to the gentleman from Texas (Mr. Olson), the vice chairman of the Subcommittee on Energy and Power.
It is clear that EPA has no authority to implement or enforce the rule pending the judicial review process.
I mean, some of you are having some problems in your States of meeting a Federal requirement.
Mr. Chairman, we have no further speakers on our side of the aisle except for myself, and I think I have the right to close. I don't know if the gentleman from Illinois has additional speakers or if he would like to go at this time.
