I yield myself 5 minutes. I would like to say that the American people expect the Congress to provide opportunities for us to fully explore our natural resources. This is a very modest bill that only changes one very small part of the Clean Air Act. It relates explicitly only to exploratory drilling permits, and it changes only appeals to the Environmental Appeals Board. The Environmental Appeals Board is not even in the statute of the Clean Air Act; it was put in by regulation. And what's happening here in the one issue that we're talking about today, the EPA has approved this drilling permit on three separate occasions, yet it's been appealed to the Environmental Appeals Board, and it's tied up and tied up and they will not make a final decision. And if you cannot exhaust your administrative remedies, you cannot even go to the court system. So this legislation simply expedites the process without removing protections for people concerned about the environment, as we all are. And I wanted to make that comment. I would also at this point like to yield 2 minutes to the gentleman from Colorado (Mr. Gardner).
