I'm not positive what the rules are here, but the gentleman from Massachusetts says that he has amendment No. 7, and in the list of amendments that we have, the sponsor of No. 7 is said to be Mr. Quigley of Illinois. Would the Chair be able to explain to me what the rules are in regard to that? The Acting CHAIR. Does the gentleman from Massachusetts state that he is the designee for the gentleman from Illinois?
