I would say to my friend from Virginia that EPA is not always as transparent as they may seem. When they issued the greenhouse gas regulation in January of this year, they did not give the public any information about cost or benefits, and the reason they didn't is they didn't conduct one. At this time, I would like to yield 5 minutes to the distinguished former chairman and chairman emeritus of the Energy and Commerce Committee, a real leader in our committee, the gentleman from Texas (Mr. Barton). (Mr. BARTON of Texas asked and was given permission to revise and extend his remarks.)
