I might just note to the gentleman from Massachusetts that our legislation does not postpone this indefinitely. EPA has 15 months after passage of the bill to come out with the regulations and 5 years to comply. And the only way they can be extended beyond 5 years is if the EPA administrator, herself, decides to do so.
