I might say that during the debate on this bill in committee, a lot was made of mining activities in rural America, and I would just point out that there are 17 Federal laws that mining operations must abide by. So we didn't feel like we needed to provide additional protection in that area. At this time I would like to yield 3 minutes to the gentleman from Virginia (Mr. Hurt), one of the prime sponsors of this legislation and a protector of rural America.
