I might say to the gentlelady from California, the air transport rule we have in effect today, when it was implemented, EPA said it would reduce SO<INF>X</INF> and NO<INF>X</INF> by 73 and 57 percent by the year 2015. So it's not like we don't have something already in place. At this time I would like to yield 2 minutes to the distinguished Member from California (Mr. Costa).
