Mr. Chairman, I would just say that we believe the President's views are extreme when he sets a goal of reducing by 83 percent below the 2005 emission levels. For that, we think this legislation is absolutely essential to give the American people the flexibility in the future to build a coal plant to help meet the electricity needs of this great country.
