I think it is going to be a combination. I think we're going to see a broadening of the tax base to try to keep rates as low as possible. But there will be income tax increases for better-off people. There will be an increase in the taxable wage base cap for Social Security, but not the tax rate, and a vat probably dedicated to health care expansion, all three.
