Believe it or not, I am 65 years old. Congress has passed timely budget and appropriation bills four times in 65 years. That is an F minus.

This is not a collective bargaining problem. I mean, people ought to have the right to bargain, and we're not proposing to touch that at all.

We need civil service reform. You need budget reform.
