“I would also direct my learned colleagues who oppose this very limiting and responsible and reasonable amendment that I am proposing to our Immigration and Nationality Act laws. There could be no broader definition of terrorist activity or terrorist organization or of the activities in this country in which those people would want to engage, such as raising money for a terrorist organization, than is currently found in our Federal laws. We have the protection currently. We have the capability currently to deal with these problems. What I have a great concern with are those provisions in H.R. 2703 that would give this President or any President and his or her Secretary of State unilateral plenary authority to declared some group they do not like a terrorist organization. Our current laws, which we are not seeking to amend, provide the necessary safeguards and capability for our Government.”
