I might point out to the gentleman from California [Mr. Berman] that the report of the committee of the House on this legislation very clearly indicates that the amendment that I had proposed stayed in, was voted on, was not withdrawn, and the language, as far as I can tell, on findings and purposes which appears in the report is accurate. If he knows otherwise, I certainly would like to know that.
