That might be one of the reasons why we have a problem with Vladimir Putin right now. To the gentleman from Maryland's argument that we are just purporting to speak for all Americans, we are the Representatives of the American people, and we are their only voice in this Chamber. I am not purporting to speak for Americans. I am telling you what my constituents in Kentucky are telling me.
