“Mr. Chairman, for too long the American taxpayer has suffered from Congress' inability to control spending. That is why people all across the country, and in particular my constituents in Georgia's seventh congressional district, so strongly support the balanced budget amendment as the first critical step to reining in reckless spending practices of the past. Passing a balanced budget amendment, however, is not enough. True protection for the taxpayer means passing the BBA with the Tax Limitation or Taxpayer Protection Act. Putting real teeth in the balanced budget amendment, means we must pass the three-fifths supermajority, tax limitation provision to keep future Congresses focused on cutting spending and reducing the size of government. In the Judiciary Committee, we passed this version of the balanced budget with strong support of the Members. Here in this body we have heard the message that people are tired of the waste, tired of the excess and tired of the debt. Last November the people spoke and they want action on the BBA now.”
