TEMPORARY SUSPENSION OF CERTAIN FINANCIAL REGULATIONS. (a) In General.--Any rule issued by a Federal financial regulator that has the effect of limiting access to financing for oil and gas companies shall have no force or effect until the date on which the Secretary of Energy reports to the Congress (and makes such report available to the public) that the amount of petroleum products in the Strategic Petroleum Reserve is equal to or greater than the amount contained in the Strategic Petroleum Reserve on the day before the relevant drawdown. (b) Federal Financial Regulator Defined.--In this section, the term ``Federal financial regulator'' means the Board of Governors of the Federal Reserve System, the Commodity Futures Trading Commission, the Comptroller of the Currency, the Federal Deposit Insurance Corporation, the Financial Stability Oversight Council, the Secretary of the Treasury, and the Securities and Exchange Commission.
