I think this amendment meets the criteria that he is establishing here. It allows AmeriCorps to move on. I would like to remind the gentleman from Indiana that AmeriCorps spends about 11 percent of their budget authority. They have been allocated $1.6 billion from this Congress since its conception. They have only spent about $300 million. With a reduced budget as suggested here, we are able to achieve both of the gentleman's goals, help the Gulf War veterans who are suffering from this illness and allow AmeriCorps to continue at a reduced size so that they can become more efficient.
