There were other issues here. This may have been the driving force, but when most of us make up our decision, we try to weigh the good with the bad. The gentleman apparently chose that this was at least one of the straws on the camel's back that it was too much for him to vote for the rule. I would suggest that the majority thought this was an important enough issue that we should directly address it by putting it in the rule.
