what I think it will do, Mr. Chairman, is it will force the parents to deal with the issue, and the children too, and that is not a thing that is occurring now. It is my hope the parents will do the right thing. They will talk to the kids about commitment, about personal responsibility, about the value of lasting relationships and abstinence. But if we do not notify the parents, we cannot give them a chance. So let us put our trust in people and not in the Government. Let us trust ourselves, not some institution. I know there is a great deal of concern about less than ideal families.
