I thank the gentleman for yielding. Mr. Speaker, I rise in support of this legislation. As we know, to much of the world, America stands for liberty, for freedom. The Capitol and the White House are recognizable symbols of how Americans have fought and died for the truth: That governments exist to protect our inalienable rights to life and liberty. But just blocks from here, steps away from the White House, abortionists infringe on the rights of society's most vulnerable--the unborn. While of course we would like to see an end to all abortions, to an end of the taking of all unborn life, today's legislation focuses on protecting the unborn at a time when it is a scientific fact that they are able to feel pain--excruciating pain. It is cruel, inhumane, and contradictory to this Nation's leadership as the defender and protector of individual liberties to inflict pain knowingly on anyone, let alone a defenseless, unborn child. I ask my colleagues to recognize this fact by supporting this legislation.
