I want to draw attention to an amendment I intend to offer if it is not accepted overall. It is an amendment entitled 'Humanitarian Assistance for the Sudanese Opposition Groups.' This is a very simple amendment that would allow us to give food aid to the southern Sudanese resistance and also the northern Sudanese resistance efforts, food aid only. This is not other forms of aid. It is certainly not military aid. But it is food aid to the Sudanese resistance movement. The language says, and I will provide the amendment: The President is authorized to provide humanitarian assistance, including food, to the National Democratic Alliance and the Sudanese People's Liberation Movement, operating outside of the Operation Lifeline Sudan structure. I recently led a congressional delegation... and met with the embattled groups that have been fighting against the Khartoum government, which is a government that was not freely elected.
