No. I would disagree, if I could, with my colleague. The appropriate way to proceed is authorization language, then appropriations, of course. What we are doing here is the authorization language. The President has built into his budget request over half of the funding for this already. Now we will have to appropriate it. But to get there, first we are supposed to authorize. This is authorizing language.
