The United States is now engaged in a war against terrorism, and it is vital that the United States respond to this threat through the use of all available resources. Open markets between the United States and friendly nations remains a vital component of our Nation's national security for the purposes of forming long, lasting friendships, strategic partnerships, and creating new long-term allies through the exportation of America's democratic ideals, civil liberties, freedoms, ethics, principles, tolerance, openness, ingenuity, and productiveness. Utilizing trade with other nations is indispensable to United States foreign policy in that trade assists developing nations in achieving these very objectives. It is in the United States national security interests to increase and improve our ties, economically and otherwise, with Russia, Central Asia, and the South Caucasus.
