I will be sending an amendment to the desk that will express the sense of Senate that a commission be established to provide a real means of addressing and eliminating Government waste in domestic agencies and programs within agencies. The Federal Government needs such a commission. We don't need one like the ones we have had in the past that don't have any teeth to them, that simply report but there is never a vote taken on what the commission puts forward. This one will be different in that respect. Indeed, at a time of economic uncertainty and of war, it is imperative that the Government demonstrate real fiscal responsibility and accountability in Federal spending. Whether it is corporate America or the U.S. Government, fiscal accountability is paramount. With the devastating collapses we have had in corporate America, with Enron and WorldCom and others last year, we have seen what happens in the corporate world when fiscal accountability grows lax. Let's take steps now to avoid the same pitfalls at the Federal Government level. Let us ensure public trust by opening the books of Federal domestic agencies and programs within agencies, making changes and reforms where necessary, in order to ensure that hard-earned taxpayer dollars are being spent wisely.
