“I am honored to be able to address this body today once again on the importance of a balanced budget amendment to the Constitution. Balancing the budget is simply no longer an option. The future of our children literally hangs in the balance. Every day we spend debating this issue, we add billions of dollars to the deficit. We have to give ourselves the tools to be able to assure that we can stay in balance. This is an astounding fact, but in the February issue of Nation's Business they state that unless Government spending policies are altered, the average--the average--net tax burden on Americans born between 1960 and 1993 will soar from the current 34 percent to 85 percent of their lifetime incomes. That is 85 percent lifetime income going to taxes. It is thoroughly reprehensible to allow our children to be taxed at this rate simply because we do not have the courage to do what is right. How can we do this to our children? It is imperative that we pass a balanced budget amendment to the Constitution for the kids.”
