this is another strengthening amendment. We have teeth in this provision. They get bigger with the Byrd amendment. I think that is a good provision for us on the prearrival of aircraft coming into this country. For whatever reason, we have had some difficulty with airlines providing this manifest ahead of time. This is going to make this a more significant penalty. We need to have this information. We should have this information ahead of time. This is a key security issue. It is part of this extension to try to deal with terrorists trying to enter our land. This is a good strengthening amendment. I urge my colleagues to support it. I congratulate and thank the Senator from West Virginia once again for helping to make what I think is a good bill better. I yield the floor.
