If you are going to cut veterans programs for tax cuts, people will come unglued, and it will not happen, because there will be a number of veterans out there saying, ``What are you doing cutting veterans programs and paying for tax cuts? I am not going to let you do that.'' And that would work. If we went out and said, you know what, we are going to eliminate tobacco subsidies to pay for tax cuts, or we are going to cut the corporate welfare for the wealthiest 50 corporations in America and pay for a tax cut with that, would people come unglued? I sense an applause line in Kansas for something like that. If I go to Kansas and say, ``I am going to cut veterans programs and write tax cuts,'' they will say, ``We are going to give you your head for that one.'' That is the whole point here. The system is currently tilted toward no tax cuts and growing Government, because if you are going to provide for a tax cut, you have to cut Social Security or Medicare basically to pay for that tax cut. That is wrong. We should not be cutting Social Security and Medicare. We should not be cutting them at all, let alone offset them against a tax cut.
