People can look at that. As far as this being a sensitive time in the negotiations, I support peace in the region, but this battle, this fight between the sides, has been going on since 1992. We have had a ceasefire for the last 5 years. There has not been significant movement in the peace process or a significant proposal since 1997. If the administration thought it was such a sensitive time, I think they would be here saying don't offer this amendment rather than supporting my position. So I hope my colleagues will look at all these issues and determine the administration is probably right. This is something we should do. We should put everybody on an equal footing so we can work with all the people in this region, and I think that would be an important thing to do.
