It helps by virtue of allowing the key foreign policy leader for this country who the President has appointed, the Secretary of State, the added flexibility to be able to say in a time of declining budget, ``I have this as a higher priority than this artificially set entity over on the other side that the Congress has put.'' It gives that individual greater flexibility to be able to address what they deem to be the key and the highest point interest. That is why we urge this bill.
