“I just think in a nation this big, with an economy this size, with the dynamism that we have in this country, you can't control it out of Washington. That is why the President pronounced, over a year ago, that the era of big Government is over. It seems to me that was an admission that things have changed to the point that you just can't direct all things, and all wisdom doesn't come out of Washington. This program is one of those that we are talking about in that particular area. You are basically talking about a program here where you are going to pick winners and losers out of Washington. We have an application process that takes place here. You apply for this and give us your good idea, and we in Washington are going to think about it and see if we think you deserve to get this money or not.”
