They do not come to us and say, ``There it is. Would you take care of it?'' They go take care of it themselves. Ultimately, they have to be responsible for the security of their country. We do not need to be doing that. We will be able to tell in the next 6 months or a year or something like that, I cannot put a time frame on it, whether or not we are actually going to be able to entice them to come forward, and by gosh, we ought not to shrink from that effort right now, not after what we have spent, not given the opportunity that we have got as a country to make an immeasurable improvement in our future security.
