Mr. President, I urge my colleagues to oppose this amendment. As we all know by now, the purpose of this budget resolution is to unlock reconciliation so we can once again secure the border and keep America safe. I do look forward to working with the Senator from Massachusetts to prevent and better treat Alzheimer's, but the reserve funds in this instance are unnecessary and distract and delay the budgeting process. We need targeted solutions, not broad funding that doesn't directly address the immediate needs. I urge a ``no'' vote. I yield the floor. Vote on Amendment No. 911 The PRESIDING OFFICER.
