I want to give us an opportunity to improve the bill by increasing the tax cut that this bill contemplates for disabled American veterans. I have heard a reference to this being cynical. I have heard a reference to the history of the House in which there were other opportunities to end the disabled veterans tax, but I am a new guy here and I think today we have an opportunity to do what is right. If it was right 20 years ago or 50 years ago or 10 years ago, it is right now. I am going to offer a motion to recommit. I want everybody to understand what that motion to recommit does. It leaves the entire bill intact. It changes nothing in the bill with the exception of one thing: it instructs that the House conferees go as far as they can toward the Senate position with regard to the disabled veterans tax, also known as concurrent receipt. If we do that, we effectively eliminate the disabled veterans tax.
