Mr. President, I raise a point of order. It is outside the jurisdiction of the Budget Committee and, therefore, not appropriate for inclusion in the budget resolution. Adopting this amendment would jeopardize the privilege of the budget resolution. Now, we all agree that drug prices remain too high for many patients, and that is why Republicans and Democrats should come together to reform how PBMs work. So let's bring those bills to the floor and save some patients some real money. But this amendment risks our ability to prevent a $4 trillion tax increase on hard-working Americans and small businesses.
