Almost every pandemic threat today is a zoonotic disease that can spread from animals to people.

I voiced my opposition to the inclusion of this provision in the budget agreement on the Senate floor last week.

I want to thank this Committee, both the ranking Member and our distinguished Chairman, for focusing on this issue.

I hope that we can work together to implement many of the common-sense reforms we've been debating for so long.
