All three of us have been saying similar things about the need to integrate programs and the importance of these efforts, of course, to our youth today. They will have to be far better prepared in many ways than in the past before entering the work force. But I say again that this is an opportunity to really do something a bit different. We just did Tech-Prep, and I was very supportive of that, on the Carl Perkins reauthorization 2 years ago. This is the same type of initiative. There is really no difference between the Tech-Prep program and this. So, again, while I think we all have the same goals, the tune is a little bit different. I am just saying that we should take this opportunity--seize the moment--and not add another job training program to the list. Because this is a new program; it is a new authorization, and it is a new appropriated account. As long as we are speaking on my amendment and, I assume, because of the Senator's efforts to provide waivers for Indian reservations, would the Senator then be supportive of my amendment that would grant a full waiver to the States on the school-to-work bill?
