Tomorrow our Nation mourns the death of President Nixon, our 37th President. I do not know what history's judgment will be on Richard Nixon. He was a man whose personal flaws became the flaws of a deeply troubled Presidency. But his great personal strengths also leave their imprint on our Nation in both foreign policy and domestic affairs. In many ways, Richard Nixon was one of our great foreign policy Presidents. His foresight and courage in seeking reconciliation with China still serve our Nation well as we move forward into a global economy that President Nixon helped shape in its earliest stages. Our victory in the cold war, which has produced a more secure America, also was the logical extension and a product of President Nixon's steadfast commitment to our national interests. He understood, as few do, that America has a dominant role in world affairs and must be willing to provide leadership. Our Nation owes a deep debt of gratitude to this troubled and brilliant President. His death is a loss to us all. I join with my colleagues in expressing condolences to his family in this time of mourning.
