Granting clemency to multiple death row inmates — particularly in the final weeks of a gubernatorial term and based on personal opposition to the death penalty — would substitute one person’s policy preference for the considered judgment…

Absolutely no voter fraud is OK. And even if the instances are relatively small in a particular election, it can steal an election.

I think this is a huge loophole, and I do not think the DHS Secretary should have this immense discretion.
