Everything I know about this topic suggests that it is otherwise. In fact, the farm organizations and commodity groups of the wide array of those who advocate across the country on behalf of agricultural producers are aligned with us in opposition to these rules. So it can't be that they were involved in the process of developing the rules because they--at least every organization I know that is involved as a commodity group or a farm organization is adamantly opposed to what the Department is suggesting.
