“This amendment would ban the implementation, the enforcement of the sanctions against the export of food, agriculture, commodities and medicine to the country of Cuba. The history of this amendment is such that this amendment passed 301 to 116 two years ago this month. A majority of Republican Members of Congress, a majority of Democrat Members of Congress supported this amendment. Ultimately, through efforts of the leadership of this House, along with the gentleman from Washington (Mr. Nethercutt) and the gentlewoman from Missouri (Mrs. Emerson), the Trades Sanction Reform Act of 2000 was signed into law as part of the agricultural appropriations bill and trade on agricultural products, food and medicine was authorized in a limited fashion. Beginning last Thanksgiving, Cuba has purchased more than $100 million worth of U.S. commodities. Thirty States have sourced 650,000 metric tons of food to Cuba.”
